FEATURES OF TECHNICAL SUPERVISION OVER EQUIPMENT INSTALLATION IN CONSTRUCTION

Ensuring the operational reliability and safety of construction objects directly depends on the quality of equipment installation works. Although the technical supervision service plays a key role in this process, a significant normative contradiction arises in practice. Current cost-estimate guidelines artificially divide equipment into "engineering" (included in the calculation base for supervision service costs) and "technological" (excluded from it). This creates an organizational and legal collision for the engineer, who bears comprehensive responsibility for the quality of the installed object but does not receive the appropriate normative and resource provision. Proving the absence of correlation between the actual labor intensity of technical supervision over equipment installation and its normative cost-estimate division into technological and non-technological. The study utilizes a complex of general scientific and special methods: systemic-normative analysis, structural decomposition of the organizational-technological supervision algorithm, as well as the method of comparative analysis of regulated control operations. The research has confirmed the complete functional identity of construction control processes. It has been established that the regulated algorithm of the engineer's actions remains unchanged: incoming inspection of factory documentation, acceptance of foundations for installation, operational supervision of fastening units, and mandatory participation in individual testing are performed in full regardless of the equipment's normative status. It is proven that the use of equipment for manufacturing the final product or providing services does not alter the technology of its construction control in any way. It has been determined that the real determinants shaping the engineer's actual working time expenditures are exclusively the physical and technical parameters of the object: mass and dimensional characteristics, structural and installation complexity, requirements for alignment accuracy, engineering and communication saturation, and the specifics of commissioning modes. The normative classification of equipment has a purely financial and cost-estimate nature and does not reflect the real organizational workload on the specialist. The obtained results justify the need to depart from existing economic approaches and to develop objective organizational and technological criteria for rationing the labor input of the technical supervision service, which will be based exclusively on the actual complexity of installation processes.
